Wisconsin State Representative David Bowen apparently witnessed an attack on an off-duty police officer at his home. But Bowen refused to speak to police about the incident. At least, he apparently bought the toilet paper. Bowen previously told reporters that the officer was lying about the attack. However, the video suggests that Wisconsin State Representative David Bowen is likely not telling the truth as he claimed.
